FUNERAL Sat. 9:30 AM Brewer Kor- Nitrate Levels Up in Sand Hills WORLD- HERALD BUREAU Lincoln Increased nitrate levels have been found as deep as 50 feet below a Sand Hills cornfield, a University of Nebraska agronomist said during the 1982 irrigation short course held here this week. Gary Hergert, of the university's North Platte Station staff, which is studying soil nitrate levels at the university's Sand Hills Agricultural Laboratory near Tryon, said the highest average nitrate concentration of eight parts per million was found 15 feet below the soil surface. Nitrate levels under native rangeland next to the cornfield varied between 0.75 and 1.75 parts per million throughout the entire 50 feet of soil, Hergert said.

The public health standard for nitrate is 10 parts per million or less. Only one of the samples he analyzed for nitrate exceeded this amount, he said. The extension soils specialist told those attending the short course that the corn had been fertilized annually with 150 pounds of nitrogen per acre from 1973-75. From 1976-78, about 210 pounds per acre were supplied. Since then, no fertilizer has been used.

Steve Wiitala of Omaha said he wants to stop parents from committing their teenagers for mental health treatment without their children's consent. He said he sponsored a bill to stop cases like what happened to Sally Prescott, a 16-year-old honor student at Westside High School when her parents committed her to the psychiatric ward of an Omaha hospital.

The psychiatrist who authorized her commitment had never seen her before the commitment, he said. He said her friends hired an attorney, confronted the hospital and finally secured Miss Prescott's release. LB 836, the subject of a legislative hearing Tuesday, would cover outpatient treatment and counseling as well as commitment to hospitals or institutions. Wiitala said in the past when parents couldn't physically control children, they committed them. But separating a child from his home and community damages a child, he said. "I was committed to an institution by my said Miss Prescott, now a University of Nebraska student. "I couldn't use a phone; couldn't use a toothbrush without being watched.

I couldn't have a Others said she was normal, but the psychiatrist said he wouldn't release her until "'I communicated with my parents," said Miss Prescott, who said she spent a month in the hospital. Miss Prescott said the only reason she was given for commitment was that she was a runaway, "but I never ran away from home." Miss Prescott said her case is in civil court and currently is before a medical review board. Most of the opposition to LB 836 during the hearing dealt with outpatient treatment programs, not commitment to institutions or hospitals. Opponents said Miss Prescott's commitment was unusual.
